Disable content author notification for tombstone

Slack customers now have the ability to disable content author notifications for tombstoned content. By turning this feature on authors will no longer receive notifications when their Slack messages have been tomstoned.

Admins can enable this by visiting System Settings > Modules > Signal > Disable content author notification for tomstone
